It is possible to grant users Admin access to Signature and Signature Blocks configuration documents, without the need to grant the user Admin Access.

Create a Group Called "CrosswareMailSignatureAdmins" within your Active Directory
Within your Active Directory, if you create a Group called "CrosswareMailSignatureAdmins", then add other users to the Group - they should have Editor access to the Signature Configuration database.
